Adobe (formerly Macromedia) Flash is an application that is used to make interactive animations; they can be so complex that entire websites can be built using Flash.

If a client wished to have the entire site built using Flash, then this can be done as well, and is to be preferred for sites that are media-rich, though there is a trade off in terms of search engine performance.
